How CircuitoBR Cidades organizes public data by municipality, with source, date and transparency. We never estimate or invent numbers.
CBR Tourism Intelligence
It is CircuitoBR’s method for capturing, organizing and qualifying the portrait of each municipality across five dimensions: economy and work, tourism, culture and the creative economy, governance and sustainability. Each indicator comes with source and date; completeness measures how much of that portrait is already filled in.
CBR Tourism Intelligence follows the Indicator Matrix of the Sustainable Tourism Intelligence Network of the State of São Paulo (RITS-SP), a Working Group established by SETUR-SP Resolution no. 34/2025 and coordinated by CIET: 15 indicators, organized by the Matrix into four dimensions (economic, environmental, sociocultural and governance). Each municipality’s dossier shows which apply and which are filled in.
The completeness yardstick
The completeness yardstick uses the Matrix’s 15 indicators. Indicators that do not apply to the municipality (no airport, no coastline and no river or lake monitoring point, no Conservation Unit) leave the denominator.
Completeness bands
Initial portrait: up to 24%. Partial portrait: 25% to 49%. Advanced portrait: 50% to 74%. Complete portrait: 75% or more. The band measures how much of the data is filled in, not the quality of the destination.
Principles
What makes each number reliable and comparable across municipalities.
Source and date, always
Every indicator shows its official source and reference date. Without a verifiable date, the data is not published.
Honest absence
Where data does not exist yet, we say so clearly. "Not applicable" is different from "not yet available", and we never fill gaps with estimates.
Completeness, not a grade
The badge measures the Completeness of CBR Tourism Intelligence (how much of the data is filled in), not the quality of the destination.
ISS in layers
Total ISS is public (SICONFI/Treasury, under the Fiscal Responsibility Law) and is always shown. The tourism breakdown is only published with a recorded agreement from the municipal management.
Characterization apart
Population, GDP, IDEB and IDHM are diagnostic context and do not count toward the completeness of the dimensions. Temperature and rainfall sit in the Sustainability tab as environmental context, also outside completeness.
Proxy flagged
Municipality-total indicators used as an approximation (energy, water) always come with an explicit methodological note.
The CBR suffix on sources
When the source of a number is CircuitoBR itself (data reported by the municipal administration or the platform inventory) rather than an official body, the source carries the CBR suffix and an ⓘ next to it. Official sources (IBGE, CAGED, Federal Revenue, SICONFI, CETESB, ANAC, Tourism Map and others) appear without the suffix.
How some numbers are calculated
The method behind each figure the portal calculates or selects, so the calculation can be redone.
- GDP and GDP per capita. IBGE, Municipal GDP, latest year published. Per capita is the figure IBGE publishes, with no calculation by the portal.
- Population density. Latest IBGE population (estimate for the year) divided by the land area IBGE publishes in the 2022 Census. The card shows both numbers and the year of each.
- Temperature and rainfall. Last 12 closed months, from INMET automatic stations. Each variable comes from the station closest to the town center, up to 150 km, with readings in at least 75% of the hours of each of the 12 months; an incomplete month removes the station for that variable, and nothing is estimated. The card shows the station and the distance. It is environmental context and does not count toward completeness.
- Public aerodromes. ANAC List of Public Aerodromes: the five closest to the town center, in a straight line. The list includes aerodromes without regular commercial flights.
- CADASTUR. Only providers operating in the latest extraction, stamped with the quarter of the base. Tour guides get their own line, because the individual file has no activity status.
- Arrivals. Year-to-date total, with the month window on the card; the current month is marked as partial.
- Energy and water. The Matrix indicator is the monthly residential and commercial consumption reported by the local government. Annual municipal consumption (SEMIL-SP Energy Yearbook) and sanitation coverage (SINISA) appear as context and do not count toward completeness.

A catalog of public origins and of CircuitoBR’s own data. It grows as new ingestions come in.
