Methodology and sources

How CircuitoBR Cidades organizes public data by municipality, with source, date and transparency. We never estimate or invent numbers.

Our methodology

CBR Tourism Intelligence

It is CircuitoBR’s method for capturing, organizing and qualifying the portrait of each municipality across five dimensions: economy and work, tourism, culture and the creative economy, governance and sustainability. Each indicator comes with source and date; completeness measures how much of that portrait is already filled in.

CBR Tourism Intelligence follows the Indicator Matrix of the Sustainable Tourism Intelligence Network of the State of São Paulo (RITS-SP), a Working Group established by SETUR-SP Resolution no. 34/2025 and coordinated by CIET: 15 indicators, organized by the Matrix into four dimensions (economic, environmental, sociocultural and governance). Each municipality’s dossier shows which apply and which are filled in.

The completeness yardstick

The completeness yardstick uses the Matrix’s 15 indicators. Indicators that do not apply to the municipality (no airport, no coastline and no river or lake monitoring point, no Conservation Unit) leave the denominator.

Principles

What makes each number reliable and comparable across municipalities.

Source and date, always

Every indicator shows its official source and reference date. Without a verifiable date, the data is not published.

Honest absence

Where data does not exist yet, we say so clearly. "Not applicable" is different from "not yet available", and we never fill gaps with estimates.

Completeness, not a grade

The badge measures the Completeness of CBR Tourism Intelligence (how much of the data is filled in), not the quality of the destination.

ISS in layers

Total ISS is public (SICONFI/Treasury, under the Fiscal Responsibility Law) and is always shown. The tourism breakdown is only published with a recorded agreement from the municipal management.

Characterization apart

Population, GDP, IDEB, IDHM and climate are diagnostic context and do not count toward the completeness of the dimensions.

Proxy flagged

Municipality-total indicators used as an approximation (energy, water) always come with an explicit methodological note.

The CBR suffix on sources

When the source of a number is CircuitoBR itself (data reported by the municipal administration or the platform inventory) rather than an official body, the source carries the CBR suffix and an ⓘ next to it. Official sources (IBGE, CAGED, Federal Revenue, SICONFI, CETESB, ANAC, Tourism Map and others) appear without the suffix.

A catalog of public origins and of CircuitoBR’s own data. It grows as new ingestions come in.
